Top Level Users
Top-level users are those individuals who occupy the highest position in the organisation chart. This means they don't have a manager above them, and they don't report to anyone else.
All the system users are part of the top-level user group. In a way, you can think of top-level users as the leaders or heads of the system, and they have the highest authority, with no one giving them orders.
